Single Point Registration Scheme under Government Development Scheme

As we know that the Government Development Scheme has acted as a catalytic factor in the growth and development of small unit enterprises and MSEs, it has continued to support the small businesses’ objectives through such schemes. India being the fastest-growing economies of the world, is the hub for many small-scale industries. Single Point Registration Scheme is the ray of light under the Government Development Scheme for these small sectors. Government has, at times, proved to be the largest buyer of various goods and services. SPRS under Govt. Development Scheme creates ample opportunity to increase the purchase and enhance buying behavior from these small-scale sectors.

About Govt. Development Scheme: SPRS

Single Point Registration Scheme is one most significant portion under the Govt. Development Scheme, aiming to develop the small-scale enterprises. Government Development Scheme has turned out to be one of the most crucial factors contributing to the growth of MSEs. Govt. Development Scheme is more or less like a light at the end of the tunnel, where the budding entrepreneurs lose all hope, the Government Development Scheme comes at the rescue. Also, the Single Point Registration Scheme (SPRS), a startup scheme under the Govt. Development Scheme, was launched in the year 2003 and is supervised by the National Small Industries Corporation (NSIC). To initiate the activities provided under the Government Development Scheme, the MSE be registered under the Single Point Registration Scheme for participation in the Government purchases. Classification of small scale enterprises is dependent on the following criteria:

  • A micro-enterprise is where the investment in plant and machinery/equipment does not exceed one crore rupees, and turnover does not exceed by anyway Rupees five crore.
  • A small enterprise/unit where the investment in plant and machinery/equipment does not exceed Rupees ten crore and turnover does not exceed fifty crores.
  • A medium enterprise where the investment made in plant and machinery/ equipment does not exceed rupees fifty crores and turnover does not exceed two hundred and fifty crore rupees.

Government Development Scheme has proved to be a blessing in disguise for all the MSEs and has, at each point, proved to be a great savior for them and the budding entrepreneurs.

The objective of SPRS under the Govt. Development Scheme

The sole objective of SPRS under the Government Development Scheme is to increase the share of Government purchases from these small-scale industries and boosts their capability and development at the local and global level. 

Benefits of SPRS under Govt. Development Scheme

The benefits of registration under the Government Development scheme of SPRS area as follows:

  • Tender Information at free of cost- The tender sets be issued free of charge. While 358 items under the scheme are reserved, the Government shall participate in purchases from the small-sectors SPRS under Govt. Development Scheme.
  • Exemption from earnest money deposit- The SPRS under the Government Development scheme offers the exemption from earnest money deposit.
  • The upper hand in tender participation- In the process of tender, participating MSEs quoting price within this price band of L1+15 percent shall be allowed to supply a portion up to 25% of the requirement by bringing it down to L1 Price where L1 is non-MSEs.
  • Ensure direct purchases by the Government-Under Government Development Scheme every Central Ministry/Department/PSU needs to set a yearly goal of a minimum of 25 percent of the total annual purchases of the products/services produced by MSEs. Out of the yearly requirement of 25% procurement from MSEs, 4% earmarked for units owned by Schedule Caste /Scheduled Tribes, and 3% allocated for the companies wholly owned by Women entrepreneurs.

Eligibility criteria for SPRS under Govt. Development Scheme

  • All Micro & Small Enterprises having Udyog Aadhaar Memorandum (UAM) are eligible for registration with NSIC under the Single Point Registration Scheme of Government Development Scheme.
  • Other Micro & Small Enterprises have already started their commercial production but have not completed one year. The Provisional Registration Certificate be issued to the Micro & Small Enterprises under the Single Point Registration scheme with a monitory limit of INR 5 lakhs. It shall be valid for the tenure of a year only from the date of its issue post levying the registration fee and obtaining the requisite documents.

The application process of SPRS under Government Development Scheme

The application process of the Single Point Registration Scheme under the Government Development Scheme isn’t very complicated and prescribes two ways of application; online or offline. MSEs are required to either apply online through the official website of NSIC or the prescribed application form in duplicate, submitted to the concerned Zonal/Branch Office of NSIC /NSSH Office located nearest to the unit. If one finds it complicated to fill the application form and complete the documentation, one should not hesitate to consult any Zonal / Branch/ NSSH office of NSIC. The application form having all Terms & conditions are available free of cost from every office of the NSIC. The guidelines attached to the Application Format provides a checklist for the documents required to be submitted along with the application form.

The registration fee for SPRS under Government Development Scheme

The registration fee for MSMEs under the Single Point Registration scheme under Government Development Program is based clearly on the Net Sales Turnover as per the latest audited Balance Sheet of the Micro & Small Enterprise for the Registration, Renewal, another amendment.

The NSIC, through a single point registration scheme under Government Development Scheme, enhances the scope/opportunity of promotion and development of these Micro and Small Enterprises by assisting them in the marketing of products manufactured and services rendered by them. The Government Development Scheme has proved to be significant in all the manners in promoting the MSEs and bringing them on par with other established enterprises. The Government Of India has been adamant in providing support to MSEs to ensure their progress in the long run.
