E-NAM Registration: A Progressive Initiative for Farmers Interests

E-NAM Registration: A Progressive Initiative for Farmers Interests

Under e-NAM registration scheme, e-NAM is an electronic trading platform that has been launched by the Government of India in the year 2016 in the interest of the farmers. E-NAM is a platform created for the farmers by providing the platform for trading and receive a lucrative price for their agricultural produce. The aim of launching the portal under the e-NAM registration scheme is to convert the price discovery system of India to be more transparent and competitive.

A e-NAM is a central online platform that has been created by merging the Agricultural Produce Marketing Committee (APMC), Regulated Marketing Committee (RMC), market yards, sub-market yards, and other markets that are not regulated. Under the e-NAM trading portal, by March 2018, a common e-market plan of action has been deployed for about 585 selected agricultural wholesale market yard. The e-NAM registration portal is fulfilling its objective of empowering the farmers to trade via online mode without middlemen.

Objectives of E-NAM

The following are the objectives of the online agricultural market-

  • To bring stability in the prices of agricultural produce in the market and provide quality products to the consumers.
  • To encourage more informed bidding by establishing quality assuring systems for the buyers.
  • Integrating all the state-level markets throughout India by providing a common online platform for marketing agricultural produce.
  • Encourage more efficient working of the markets by the unification of the streamlined marketing or procedures for the transaction.
  • To provide a better marketing platform for the farmers.
  • To encourage a transparent auction of agricultural commodities.
  • To make marketing strategies of the agricultural commodities more robust by introducing the online mode of payment.
  • To strengthen the present condition of farmers by providing them with better bargaining power.
  • Establishing quality assaying systems.

Benefits to Farmers

Features of the Scheme

  • The National Agricultural Market e-NAM provides an opportunity for the farmers to show their agricultural commodities in the market and enabling the traders to tender the prices.
  • The services and information relating to the Agricultural Produce Market Commodities (APMC) will be provided through a single-window under the National Agricultural Market e-NAM.
  • The State authorities will provide the license to the trader, buyers, and the commission agents without being physically present or possessing the shop or premises for that purpose.
  • The quality standards of the agricultural commodities are harmonized and provides a platform for the quality tests of such products.
  • Various Laboratories for testing the soil are being established for the selected markets.

Roadmap of E-NAM

The future roadmap of the e-NAM portal is to target the 55 selected markets by March 2018-

  • To set up units for grading, sorting, and packing of the agricultural commodities.
  • To provide more strength to the Assaying Facilities in the mandis.
  • Encouraging the stakeholders of the e-NAM registration portal to adopt an online mode of payment.
  • Encourage inter stare or market trades.
  • Establish units for composting like organic farming, Swachta Abhiyan, and generating additional income
  • Provide storage facilities to the outside buyers by sensitizing the APMC.
  • Implementing the Central and State level institutional mechanism.

Training and Awareness of Farmers

  • The e-NAM markets provide various structural and training awareness programs for farmers, traders, and stakeholders.
  • DMI conducts the nomination procedure of the Quality Assaying unit.
  • Various camps at the village level will be established for registration and providing awareness among the farmers.
  • Various pieces of training will be conducted using the e-NAM application, mobile app, and online payments.

Implementing Agency of E-NAM

The Small Farmer’s Agribusiness Consortium (SFAC) is a statutory body that has been established by the Department of Agriculture, Cooperation, and Farmer’s Welfare (DAC&FW). The Small Farmer’s Agribusiness Consortium (SFAC) is responsible to promote, operate, and maintain the National Agricultural Market e-NAM portal.

For installing the e-Market platform, the Department of Agriculture, Cooperation and Farmer’s Welfare assist a maximum of Rupees 30 lakhs per market. The technical support to the National Agricultural Market e-NAM is provided by the Small Farmer’s Agribusiness Consortium (SFAC) while the nodal department is responsible to grant the budget.

Selection Committee for Beneficiaries of E-NAM

the Selection Committee will be responsible to select the beneficiaries to take part in the National Agricultural Market e-NAM.

The following are the members of the Selection Committee-

  • Additional Marketing Secretary, DAC&FW
  • AS&FA, DAC&FW
  • Managing Director, Small Farmer’s Agribusiness Consortium (SFAC)
  • Joint Marketing Secretary DAC & FW
  • APC/Secretary

E-NAM Registration Portal- Apply Online

To register under the e-NAM registration portal, the farmers can follow the following steps-

Step 1- visit the official website of the e-NAM portal.

Step 2- From the registration page, select the option ”Registration Type” and then select the desired ”APMC”.

Step 3- Provide the e-mail address to receive a Login ID and Password.

Step 4- After successful registration, a temporary Login ID and password on the e-mail id registered.

Step 5- Click on the login icon of the Dashboard

Step 6- A link will appear on the dashboard as ‘’Click here to register with APMC’’

Step 7- After clicking on the link, a page for Registration will appear for details

Step 8- An approval request will be sent to the APMC selected after completing the details of the KYC

Step 9- The APMC address details will pop up on the dashboard after login to the dashboard

Step 10- A submission e-mail will be sent to the relevant APMC together with the application status whether submitted, approved, rejected, or in progress

Step 11- An e-NAM Farmer Permanent Login ID and Password will be given after the approval of APMC

Apply Online for FPCs or FPOs

The registration of the Farmer Producer Organization (FPO) or FPCs on the e-NAM registration platform will be made through a mobile app, website, or by giving the details of the respective e-NAM markets:

  • FPO or FPC name
  • Name, address, e-mail id, phone number
  • Details of the bank account

Mandi Board

to integrate the mandis of the State Agriculture Marketing Board with the e-NAM registration portal, the following reforms under the APMC Act are required-

  • To obtain the trading license valid throughout the State
  • Provision for e-trading or e-auction is to be made
  • The market fee is to be levied at a single point throughout the state

Documents Required to Apply at E-NAM

The documents required for applying at the e-NAM portal are as following-

  • Name
  • Address
  • Gender
  • Date of birth
  • Mobile number
  • Bank details
  • Passbook
  • Government Identity proof

  • On the Google Play store, open the e-NAM app
  • Link for the e-NAM app
  • Download the e-NAM app on the smartphone

Conclusion

Most of the Indian farmers have made a modest start to turn to the e-NAM portal for the auction of their agricultural produce through the online mode. With the increased awareness among the farmers, the farmers of India are becoming more confident in bidding their commodities that has been conducted in 470-odd wholesale markets in around 14 states.

The electronic National Agriculture Market e-NAM has made the process of auction easier especially in the peak season as earlier the entire process of auction takes place in around 2 to 4 days and additional expenses have to be incurred by the farmers due to the delay in the auction process. Now, by the launch of the Electronic National Agriculture Market e-NAM portal, the agricultural commodities like paddy, pulses, jowar are auctioned in one go through the online mode on the same day, and payments are also cleared via online mode. This has made the farmers of India happier as they can get a better price range for their hard earned agricultural produce.

Various organizations like Aatmnirbhar Sena is holding various camps for providing awareness to the farmers so that they can participate independently in the e-NAM registration portal.

The mobile application of the e-NAM portal is available in various regional languages that makes this app easy access to the farmers throughout the country. At present, over 1 lakh traders, 72.12 lakh farmers, and 53130 commission agents have participated in the registration process of the e-NAM registration portal from more than 14 states of India. with this, the Indian Government has made sure that all the wholesale Agri markets adopt online auctioning and then increase the auction process between the mandis and other states to establish a National agriculture market for the farmers of India.
