
Bhavantar Bhugtan Yojana is a contemplative initiative taken by the Madhya Pradesh Government also known as the State Government. It refers to a price difference payment scheme, launched by the Chief Minister of Madhya Pradesh “Shivraj Singh” on 16 October 2017.
Under this scheme, the Madhya Pradesh government aims to focus at paying the farmers the difference between the formal Minimum Support Price (MSP) and the price the farmers sell their crops for, i.e. the Selling Price (SP) or the Modal Price, whichever is comparatively more.
In the early phase of Bhavantar Bhugtan Yojana, the state government had introduced the scheme for eight (8) crops, mainly in the pulses and oil-rich seeds category. In the last run, the scheme was extended to a total of thirteen (13) Kharif crops in the year 2018. The state government made efforts to pay the farmers the difference in the MSP and the Modal price pertaining in the mandis, where the attainment is ordinarily low in comparison to the purchase of rice and wheat.
The objective behind launching the Bhavantar Bhugtan Yojana is to provide compensation/discount to the farmers for their agricultural produce. Keeping in mind to support the farmers whenever the price of their produce faced downfall below the official Minimum Support Price (MSP), this scheme was initiated. This step was taken to protect the farmers from the losses suffered due to the distressed sale.
The purpose behind the Bhavantar Bhugtan Yojana is to compensate the farmers when their agricultural produce is sold at less than the original Minimum Support Price (MSP). Still, the payout is limited to a modal price. Depending upon the particular market, modal price is an average market price for every specific commodity over a period of 2 months in Madhya Pradesh and the other two states in which the produce is grown and traded.
Say, for example, the MSP of a crop like a Soybean is ₹3,880 per quintal and the modal rate is between ₹3,400-₹3,600 (estimated figure) per quintal, a farmer sells the crop at ₹2,800 per quintal in a mandi, the government will grant the farmer a sum of ₹250 for every quintal sold. This amount is credited directly to the bank account of the farmer.
However, if the farmer sells the crop at ₹2,600 per quintal, the state government would be responsible for granting him only a sum of ₹350 per quintal of produce sold with regards to the difference between MSP and the modal price.
Under the scheme, the farmers are required to register themselves before selling their agricultural produce.

Kharif Crops
As shared above, the Bhavantar Bhugtan Yojana is working for the benefits of the farmers, compensating them when their agricultural produce is sold at less than the original Minimum Support Price (MSP), but the payout is limited to a modal price.
The farmers who are registered under the scheme are compensated only if their Selling Price (SP) is less than the official Minimum Support Price (MSP).
Rabi Crops
As per the Bhavantar Bhugtan Yojana, the government does not acquire the Rabi crops from the farmers. Rather, when the price of the crops fall, the government pays a remittance to the farmers in the form of compensation as the difference between the Minimum Support Price (MSP) and the Modal Price.
