Launched on 31 July 2015, Bharatmala Pariyojana is a project sponsored and funded by the state government of India. This project comes under the Centrally Sponsored Schemes (CSS) and is mainly funded by the Central Government. Such schemes are also funded by the State Government with a fixed share. The progress of any country relies on its transportation networks and also on how these transportation networks are nurtured. With this thought, Bharatmala Pariyojana Scheme has been brought into existence. The construction and development of roads is a great medium that contributes highly to the economic growth and development of a country. Having good roads also contributes to the growth of a nation as it brings additional benefits attached to it. 

To avoid heavy traffic and increasing accidents in the country, constructing and maintaining smooth roads is the most important thing, and this is the aim behind the introduction of Bharatmala Pariyojana Scheme.

Introduced by the central government of India, a new umbrella project Bharatmala Pariyojana is a program that focuses on the construction and development of Highways. The aim of this project revolves around focusing on optimizing the freight efficiency and the movement of passengers around the country by linking the analytical infrastructural gaps through successful and constructive interventions like the Green-field expressways, Border and International connectivity roads, Coastal and Port connectivity roads, Economic Corridors, Inter Corridors, and Feeder Routes.

Objective of Bharatmala Pariyojana Scheme

The objective of Bharatmala Pariyojana Scheme is the ideal allocation of resources for the highways sector. This project aims to focus on optimizing the efficiency of passenger movement and freight across the nation. By the end of 2022, a total of 24,800 km will be constructed under the Bharatmala Pariyojana Project. The task of implementing this programme has been handed over to the National Highways Authority of India (NHAI).

The Bharatmala Pariyojana Scheme will be implemented in the following two phases:-

Highlights of the Scheme

  • The announcement of the Bharatmala Pariyojana Scheme focuses on improving the efficiency of the existing corridors. It will be achieved by eradicating the choke point and the development of the Multimodal Logistics Parks. 
  • The project focuses on boosting and uplifting the North East’s connectivity and leveraging synergies with Inland Waterways.
  • It stresses using technology and scientific planning for the preparation of the project and the monitoring assessment.
  • The Ministry of Road Transport & Highways will be completing the Delegation of powers to expedite project delivery – Phase-I to complete by 2022.
  • Multimodal Logistics Parks to be constructed under the Bharatmala Pariyojana Scheme sponsored by the central government.

Features of Bharatmala Pariyojana Scheme

Following are the important features of this scheme:-

  • Enhancing and boosting the quality of roads– Bharatmala Pariyojana has been brought into existence to bring development to the nation by constructing and developing good-conditioned and well-structured roads. Also, under this project, the development and construction of roads will be undertaken in all parts of the country.
  • Entire road construction– Based on the structure and layout of the scheme, the government and the Ministry of Road Transport and Highways will endeavour and seek to complete the formation and construction of the new roads up to a whopping 34, 800 km.
  • Unified and Consolidated scheme– Bharatmala Pariyojana is a name chosen and kept for the development of the roads. Bharatmala Pariyojana Scheme is also a convergence of many more other schemes. Along with the accomplishment and completion of all the other schemes, success will be achieved certainly.
  • Tenure of this project– The Central Government has introduced this scheme with the idea of finalizing, completing, and achieving the targets of this program within 5 years. Also, the first phase of this project is targeted to be completed by the end of 2022.
  • Division in phases– Because of the major proportion and spread of this project, it is planned to divide it into seven well-defined phases. From now, the first phase is under construction.
  • Regular construction– Intending to achieve to finish the construction of the first phase within the prescribed time limit, the specific department has taken the charge to construct a minimum of 18 km of a path on daily basis. To finish the designated work within the time, efforts are being made to raise the work speed from 18 Km/day to 30 km/day.
  • Categorization of roads– It has been underlined in the formal blueprint of the Bharatmala Pariyojana project that to cater to better connectivity, construction of several categories of roads will be done.

  • Roads establish easy contact between the markets, factories, firms, etc. 
  • Roads act as feeders to the railways 
  • Good roads are the reason that the railways can collect enough produce. It also helps the railways in making their operation successful.

Budget of the Bharatmala Pariyojana Project

Under this project, a budget of ₹5.35-lakh crore has been announced. Out of which more than 13,000 km of roads for ₹3.3 lakh crore has already been awarded. Also, 3,800 km have been constructed under the same amount. 

Categorization of the Project

This project has been categorized in the following manner:-

Categorization of the Project
  • Green Field Expressway -The major emphasis will be given to the development and construction of the Green Field Expressway for superior management of freight and traffic.
  • National Corridor Efficiency Improvement– 5000 kms of roads constructed under this project will fall in the category of National Corridor. This step will be taken for the improved connection between the roads. In addition to this, the last segment of the project will see the maintenance and construction of near about 10,000 kms of new roads.
  • Economic Corridor– According to the guidelines issued under the road construction project, the construction of 9000 kms of Economic Corridors will be taken care of by the central government.
  • Coastal Road and Port Connectivity– To connect areas that are dotted along with the important ports and shorelines, the construction of 2,000 kms has been announced by the Central government.
  • Inter Corridor and Feeder Route– The stretching of 26,200 Km roads has been announced to connect the economically important nodes.
  • International Connectivity and Border Road- Bharatmala Pariyojana Scheme has made provisions to link the remote areas and the cities situated in the border regions. Construction of 2000kms roads that fall under the International Connectivity and Border Road will be constructed under this.

  • It will bridge the infrastructural gap.
  • The connectivity and reach to make the movement of the material will become more structured
  • Under this project, the tribal and backward areas, areas of economic activity, border areas, coastal areas and trade routes will be easily connected with neighbouring countries.
  • Bharatmala Pariyojana Project will also help in generating large number of employment (both direct and indirect).

  • Market borrowings
