We should appreciate our locally made products and rely less on imported goods; if we don't do this, our products may not get the recognition to do better and not get motivated. The phrase vocal–for–local "meant that products be made competitive vis-a-vis the global brands" and that "it didn't mean that one must only buy products that have a logo 'made in India' on it." The primary reason for introducing the Aatm Nirbhar Bharat loan helped the migrant workers, farmers, poor and needy in re-stabilizing their shattered life by providing them financial assistance and assisting small business enterprises with low rate loans or collateral loans free of cost. Atma Nirbhar Bharat Loan is a scheme under Aatma Nirbhar Bharat Yojna that aims at providing financial assistance to MSMEs who got severely affected by the pandemic. The best way to pull them out of this tedious situation is through financial aid in loans.

MSMEs can borrow the sum up to 20% of their total outstanding credit. There would be no interest on the loan and a 100% credit guarantee on banks and NBFCs on principal and interest.

Through the Aatmnirbhar Bharat Loan facility, the government is trying to assist stressed MSMEs who have Non-performing assets. Under this, the MSMEs are provided debts from the banks that are infused as equity. To facilitate the same, the government has provided for Rs 20,000 crore of subordinate debts to MSMEs. A unique scheme enables easy access to credit for street vendors.  Under this Aatm Nirbhar Bharat Loan scheme, bank credit to each vendor for the initial working capital of up to Rs 10,000. MGNREGA infusion of Rs 40,000 crore may help migrant workers' distress when they return to their villages.

Tranches in-depth under Aatm Nirbhar Bharat Scheme

• 1^st tranche-The first tranche of Atma Nirbhar Bharat is worth Rs. 5, 94,550 The first measure focuses on the idea of getting back to work, i.e., facilitating employees and employers, businesses, and mode of work, especially MSMEs, to get back to production and workers back to gainful employment. The government plans to strengthen the Non-Banking NBFCs, HFCs, Micro Finance Sector, and other power Sectors unfolded.
  • Pradhan Mantri Garib Kalyan Package (PMGK), introduced in April 2020, provides relief to the underprivileged and helps them fight back against COVID-19. The budget allocated to the scheme was worth Rs 1.70 lakh crore.
  • Insurance cover of Rs 50 lakh/ health worker under the Aatma Nirbhar Bharat Scheme.
  • Five kg wheat or rice per person and one kg pulses for each household were given free to 80 crore people for three months under Aatm Nirbhar Bharat Scheme.

  • Approximately are around two lakh MSMEs who are either NPA or too stressed. A provision of Rs 20,000 crore is in favor of stressed MSMEs. The government will support them with Rs 4,000 crore to Credit Guarantee Trust for Micro and Small Enterprises. 
  • To help MSMEs increase size and capacity, the government plans to set a Fund of Funds (FoF) with several Rs 10,000 crore to provide equity funding support for MSMEs.The scheme of Aatmnirbhar Bharat will also aid MSMEs in the main board of stock exchanges.
  • Statutory PF contribution was reduced to 10 percent from the existing 12 percent for all establishments covered by EPFO for the three months. The scheme is applicable for workers not covered under the PMGK scheme. The project will provide liquidity of Rs 6,750 crore (US$ 957.58 million) to employers and employees over three months.
  • Exceptional liquidity of Rs 30,000 crore provided to make an investment in both primary and secondary market transactions in investment-grade debt paper of NBFCs, HFCs, and Microfinance Institutions.
  • Power Finance Corporation and Rural Electrification Corporation shall introduce liquidity in DISCOMs to the extent of Rs 90,000 crore in two equal installments. 
  • Construction agencies provided an extension of six months (without contractors) to complete contractual obligations for projects related to all central agencies like Railways, Ministry of Road Transport and Highways, and Central Public Works Department (CPWD). 
  • Another sigh of relief provided to taxpayers as the Tax Deducted rates at Source for non-salaried specified payments done to residents and rates of Tax Collected specified receipts shall be decreased by 25 percent of the current rates.
• 2^nd Tranche- The second tranche of the Aatm Nirbhar Bharat Scheme focuses mainly on the poor, including migrant workers and other needy. The second tranche is worth Rs. 3, 10,000 Crore.
  • Migrant workers were provided additional free food for two months in the State/Union Territory. The government has allocated Rs 3,500 crore for this purpose. The government also plans to introduce affordable rental housing complexes to provide social security and quality life to migrant labor, urban poor, students, etc. The scheme is said to be implemented under the public-private partnership model.
  • The government will provide relief to small businesses under MUDRA-Shishu loans by providing interest subvention of two percent for on-time payees for 12 months. It is estimated that the scheme's current portfolio is Rs 1.62 lakh crore, and the government provides an additional relief of Rs 1,500 crore under the Aatma Nirbhar Bharat Scheme.
  • Street vendors shall also get easy access to credit under a unique scheme that will provide the initial working capital up to Rs 10,000 for each enterprise. Urban & rural vendors doing business in the areas adjoining urban locality are covered under the scheme. Around 50 lakh street vendors will benefit, and credit of Rs 5,000 crore would flow. 
  • To boost the housing sector and increase the demand for steel, cement, transport, and other construction material, the government has extended the Credit Linked Subsidy Scheme for the middle-income group up to March 2021. Around 2.5 lakh middle-income families benefit under this during 2020-2021 and will lead to a good investment of over Rs 70,000 crore in the housing sector. 
  • Employment for tribals via Rs 6000 crore using Compensatory Afforestation Management & Planning Authority or (CAMPA) Funds. The scheme will create job opportunities in urban, semi-urban & rural areas for afforestation and plantation works.
  • The government is providing direct support to the farmers in the form of loans at concessional rates. NABARD will give additional re-finance support of Rs 30,000 crore for meeting crop loan requirements of banks like Rural Cooperative Banks and Regional Rural Banks. Around three crore farmers, mostly small and marginal, will get the benefit under this.
  • The government is also investing Rs 2 lakh crore in the farming sector and is providing concessional credit to PM-KISAN beneficiaries through the Kisan Credit Cards. The scheme shall also include fishers and animal husbandry farms.
• 3^rd Tranche- The third tranche of Aatmnirbhar Bharat is dedicated to agriculture and allied sectors and is worth Rs. 1, 50,000.
  • During the lockdown scenario, Minimum Support Price purchases amount more than Rs 74,300 crore, PM KISAN fund Transfer worth Rs 18,700 crore, and PM Fasal Bima Yojana claim payment of Rs 6,400 crore has been made.
  • Government plans to strengthen infrastructure logistics and capacity building. It provides a Rs 1 lakh crore financing facility for funding Agriculture Infrastructure Projects at farm-gate and aggregation points.
  • To promote the Prime Minister's vision of 'Vocal for Local with Global outreach,' Micro Food Enterprises (MFE) need technical up-grading to achieve FSSAI food standards and build brands and marketing. The government allocates Rs 10,000 crore for the formalization of MFE and supports Farmer Producer an Organisations, Self Help Groups and Cooperatives, and existing MFEs.
  • For the marine sector, the government plans to launch Pradhan Mantri Matsya Sampada Yojana (PMMSY). The scheme focuses on integrated, sustainable, and inclusive development of marine and inland fisheries—allocation of Rs 11,000 crore for Marine, Inland fisheries and Aquaculture, and Rs 9,000 crore for Infrastructure. The same shall generate employment for 55 lakh people and double the export to Rs 1 lakh crore.
  • An Animal Husbandry Infrastructure Development Fund worth Rs 15,000 crore will assist private investment in dairy processing operations, value addition, and cattle feed infrastructure under Aatmnirbhar Bharat.
  • The government has allocated Rs 4,000 crore to promote herbal cultivation. Around Rs, 5,000 crores of income will be generated for farmers by herbal cultivation under Aatm Nirbhar Bharat Scheme.
  • To support beekeeping, the government has allocated Rs 500 crore for the sector. Infrastructure including Integrated Beekeeping Development Centres, Collection, Marketing, and Storage Centres, and Value Addition Facilities improved under the scheme.
  • "Operation Greens" will be extended from tomatoes, onion, and potatoes to all fruit and vegetables under Aatmnirbhar Bharat. The scheme will also provide a 50 percent subsidy on transportation from surplus to deficient markets, a total 50 percent subsidy on storage including cold storages, and will be launched as a pilot for the next six months and expanded after that. The scheme's efforts will lead to better price realization to farmers, reduced wastage, and affordability of products for consumers. Rs 500 crore is allocated for this scheme under Aatmnirbhar Bharat.
• 4^th Tranche & Fifth tranches- The Fourth & Fifth tranche of Aatmnirbhar Bharat is worth Rs. 48,100 Crore. Both tranches aim at eight growth-oriented sectors and government reforms and enablers, respectively.
  • Through its 4^th measure, the government plan to introduce competition, transparency, and private sector participation in the Coal Sector.
  • Five hundred mining blocks are offered through an open and transparent auction process. The government also plans to introduce a few policy reforms to increase efficiency in mining and production.
  • The government has also increased the Foreign Direct Investment in the Defence manufacturing under the automatic route from 49 percent to 74 percent.
  • Government plans to ease Indian Air Space to make civilian flying more efficient. It is estimated to bring about Rs 1,000 crore per year for the aviation sector as a benefit.
  • Government plans to introduce tariff policy reform to conserve consumer rights as well as promote the industry. It also plans to privatize the sector in UTs to improve services to consumers and enhance operational and financial efficiency in distribution.
  • The government plans to provide an opportunity for private companies in satellites, launches, and space-based services through Aatm Nirbhar Bharat. Liberal geospatial data policy will provide remote-sensing data to tech-entrepreneurs.
  • Mahatma Gandhi Employment Guarantee Act (MGNREGS) is allocated Rs 40,000 crore to help generate nearly 300 crore person-days in total, addressing the need for more work, including returning migrant workers in monsoon season as well.
  • The government expects to increase public expenditure in the healthcare sector by investing in grass-root health institutions and ramping up various Health and Wellness Centres in rural and urban areas.
  • The government has launched PM eVIDYA, a program for multi-mode access to digital/online education. Other initiatives to be undertaken include Manodarpan, New National Curriculum and Pedagogical framework, National Foundational Literacy, and Numeracy Mission.
